The Immigration Reform and Control Act of 1986 states that employers are responsible for ensuring that their employees are eligible to work in the United States. Upon being hired, employees must fill out the Employment Eligibility Verification Form I-9, where they state that they are eligible to work and employers must certify that documents presented appear to be genuine and relate to the individual presenting the documents.
